The National Digital Equity Center (NDEC) is a 501c3 nonprofit based in Wiscasset, Maine with the majority of staff working remotely. NDEC is committed to closing the Digital Divide in Maine and across the United States. They are proponents of Digital Equity, a condition in which all individuals and communities have the information technology capacity needed for full participation in our society, democracy and economy. Digital equity is necessary for civic and cultural participation, employment, lifelong learning, and access to essential services. They also advocate for Digital Inclusion which includes Affordable Broadband, Affordable Equipment and Public Computer Access.

Liberty Library has enrolled in the Maine Digital Opportunity Partner Program which began in January of 2026. Funded by the Maine Connectivity Authority, this program is designed to assist Maine libraries with building a digital opportunity ecosystem in their communities. Once these 10 train-the-trainer classes have been completed, we will begin hosting live classes. Check the library website for upcoming classes.
