The National Digital Equity Center (NDEC) is a 501c3 nonprofit based in Wiscasset, Maine with the majority of staff working remotely. NDEC is committed to closing the Digital Divide in Maine and across the United States. They are proponents of Digital Equity, a condition in which all individuals and communities have the information technology capacity needed for full participation in our society, democracy and economy. Digital equity is necessary for civic and cultural participation, employment, lifelong learning, and access to essential services. They also advocate for Digital Inclusion which includes Affordable Broadband, Affordable Equipment and Public Computer Access.
Liberty Library has enrolled in the Maine Digital Opportunity Partner Program which began in January of 2026. Funded by the Maine Connectivity Authority, this program is designed to assist Maine libraries with building a digital opportunity ecosystem in their communities. Once these 10 train-the-trainer classes have been completed, we will begin hosting live classes. Check the library website for upcoming classes.

- Liberty Library Digital Opportunity Program – These are on-demand classes for Liberty Library members. These are available for free for the Digital Skills Learning Group for Liberty Library. When you enroll in this learning platform, you will create a free account that will allow you to access free self-paced digital skills classes to improve your understanding of specific digital skills topics. This site is being developed and more classes will be added soon.
- Until June of 2026, NDEC offers 16 basic digital skills online classes for free to Maine residents who have completed their one-time enrollment form. (If you have enrolled previously for NDEC classes, you do not have to enroll again.) Once you’ve completed the form, the next step is to create an account. Then select the topics you would like to learn about in their free one-hour live online class sessions. To see the classes that are available for free to Maine residents, Click here!
The Class Catalog lists other classes for which you will be charged a fee. The cost per class is: $35 for a one-session class; $70 for a two-session class; and $105 for a three-session class.
After June 2026, all classes will be charged this fee. However, the Liberty Library Digital Opportunity on-demand classes will always remain free for Members.
